What is the most important wealth of this era? I believe it should be the growth of young people.
Taking young people aged 16 to 24 as an example, you will find a very important phenomenon: they are the generation born after the millennium, the generation that grew up in the rapid economic growth after China joined the WTO, and also the first generation in modern Chinese history to grow up in the most affluent stage. They are the witnesses of the Chinese dream.
There are many firsts on them. For example, they will be the first generation with the highest level of education in modern Chinese history: tens of millions of people go to college every year, a number that is almost the total of college students in all developed countries around the world. Their growth will completely change the resource endowment of China's economy. If the resource endowment of China at the beginning of the reform and opening up was the demographic dividend - a young population, complete primary education, high literacy rate, etc., which is very suitable for the development of labor-intensive enterprises, China quickly became the world's factory by taking advantage of the global division of labor; then in the future, China's resource endowment should be the high-quality young people: with the most college graduates in the world, and the most dense engineering and technical talent pool in the world. However, the unemployment rate data released by the National Bureau of Statistics on September 20th is not optimistic: the unemployment rate of 16-24 years old (excluding students) in August rose to 18.8%, reaching a historical high. Creating more high-quality employment opportunities and promoting the growth of the next generation of young people is a challenge we must face directly.
Entering the workplace for the first time is the foundation stage of young people's career development (formation years), and this stage is very precious. Delaying employment due to high unemployment rates, whether by accumulating high education levels or by spending a lot of time on certification, is a waste of time for young people and may also lead to unstable foundations in the stage of laying the foundation for their careers. We must face the problem of young people's employment difficulties and take action quickly, making the creation of employment opportunities the top policy focus. Specifically, promoting employment can have some specific measures.
For example, we can give subsidies to companies that recruit heavily from schools. A company that recruits a recent college graduate can get an interest-free business loan equivalent to the first year's salary. If the employee is promoted and stays for a year, 50% of this loan can be waived, and if they stay for two years, the loan can be fully offset. The government can establish a senior technical worker training program and give corresponding policy preferences to encourage more college students to "take off their long gowns" and become the leaders of future intelligent manufacturing.
Of course, in addition to introducing various specific policies to promote employment, the most important thing is to work hard to restore the confidence of private enterprises, and use the certainty of policies to help enterprises cope with the uncertainty of the external environment.
